The Alliant Small Business GWAC is a competitive multiple award, IDIQ set-aside small business contract. It has a 5-year base period with one 5-year option and is valued at $15 billion.  The contract is designed to provide worldwide information technology solutions to federal agencies while strengthening opportunities in federal contracting for small businesses.  Alliant SB is aligned with Federal Enterprise Architecture, has ordering procedures based on fair opportunity (FAR 16.505), and has a full gamut of contract types: fixed price, cost reimbursement, labor hour, and time and materials.  The benefits of the Alliant SB GWAC include pre-competed easy-to-use contracts, short procurement lead time, training and support from the Alliant SB acquisition team, limited protestability in accordance with NDAA 2008, and a low user fee (0.75%) built into contractors' ceiling prices.

Alliant SB Delegation of Procurement Authority

 

Federal buyers who wish to use the Alliant SB GWAC may receive Alliant SB contract overview training and be granted a written Delegation of Procurement Authority (DPA), prior to issuing task orders, whereupon they will become Ordering Contracting Officers (OCOs).  Delegations are required by GSA’s Quality Assurance Plan in accordance with the Office of Management and Budget guidelines.

 

Socioeconomic Credit

 

Contracting officers may claim socioeconomic credit for Alliant Small Business (SB) orders in the Federal Procurement Data System (FPDS) or other agency-designated reporting system.  Alliant SB orders provide credit for all the socioeconomic attributes that the awarded firm has on file, with the exception of 8(a) credit. 

 

Alliant SB Scope of Services

 

The Alliant SB GWAC is intended for information technology (IT) services and IT services-based solutions task orders.  IT is defined in the Federal Acquisition Regulations (FAR) at FAR 2.101.  The scope of the Basic Contract includes any and all components of an integrated IT solution, including all current and any new technologies which may emerge during the life cycle of the Basic Contract and information technology systems and services in support of National Security Systems, as defined in FAR 39.002.  The Basic Contract provides IT solutions through performance of a broad range of services which may include the integration of various technologies critical to the services being acquired.  The scope includes:

An under-representation of IT professional services and over-representation of non-IT services and/or products would not be a good fit for Alliant SB IT services and IT services-based solutions scope.  However, the following types of work can be IT services and IT services-based solutions if established properly:

As a reminder, the following are not allowed on the Alliant SB GWAC:

  • Renting/Leasing (it is permissible for a contractor to enter into rental agreements and/or leases, but the government will not be a party to them).
  • Orders that are primarily supplies and/or equipment and/or software licenses.
  • Orders that are not primarily IT services or IT services-based solutions.
  • Blanket Purchase Agreements (BPAs).

 

The Small Business GWAC Center offers Ordering Contracting Officers (OCOs) and industry partners the value-added opportunity to send in Statements of Work (SOW)/Statements of Objectives (SOO) and proposed modifications to existing orders for advance scope compatibility review for the Alliant SB GWAC.
